There are several ways you can accomplish what you are looking to do, but probably the easiest way is to use the Attribute-Based Addressing (ABA) against a set of agents, managed through the community service.

I am a PhD student and I intend to use cougaar for a multi-agent
simulation. I would like to know if it is possible to use cougaar in a
